There is already a similar system in use by corporations and institutions.

Interesting that it was invented by an electrical engineeer, back around mid 1960s, which is about when I first thought of my group structure.
The correspondence between their definition of 'circles' and my 'groups' is amazingly close.
But nobody seems to have tried it for government.
