We have three levels of government in this country, but they are all set up in much the same way. They all have large electoral territories assigned to an electorate, but not even the same territory at each level. So many voters, with very little individual power, are supposed to elect 3 different representatives, depending on the level, who they very rarely if ever meet. Worse, each governing party has the power to shift the electoral boundaries to improve their chances of winning the next election.
The only information about the representative and his fitness for office is filtered through either their own party publicity machine, or worse, through the public media.
Each level of government has overlapping territory in every electorate, so that voters have to keep track of which electorate they are in for all three levels, and distinguish when voting between Local, State or Federal issues.
Furthermore each level of government has overlapping control over some or all of the public services they operate. This leads to endless confusion and duplication of effort between the various agencies.
The funding to run all this is collected at all three levels, by a whole array of charges, taxes, and levies, all needing a complex bureaucracy to collect, manage and account for the takings. And then the upper levels distribute their funds downwards through a complex and argumentative process involving dozens of different agencies.
Is this really how we need to operate ?
