Proactive and reactive style

Hopefully the more inclusive decision making process within the group system may cut out some of the problems of making decisions which subsequently see us making very expensive mistakes, and creating even more expensive enquiries into the disasters.  So much stuff I see as being reactive to problems, rather than proactive in creating the correct solutions first.  I am well aware that its easy to be critical after the event, but we must generate some way of avoiding the necessity for hindsight and reactive decisions.  Society has got too complex to be able to afford big mistakes.  Either we have to simplify society and improve our decision making process, or spend all our resources fixing the big problems we are growing.
