While still at the small scale test some of the "Generating Policy" systems, and check that they work. Engage some social dynamicists to analyse what happens, and correct the inevitable problems before committing to a bigger structure.
In fact many areas already have similar structures, in the groups formed by clubs, sporting bodies, and such entities. Maybe its possible to add a dimension onto what they already do, and use that, just by co-opting the elected leaders - club presidents, etc as stepping stones upwards. I know that many of these entities already have management hierarchies leading into national and international bodies, but they are usually concerned with their specific club interests. I want to add a parallel structure ( although often they will contain the same people, if appropriate ) to deal with wider matters.
Once the governmental structure is in place, and seen to be workable, then continue to grow the system sideways by adding more groups from an ever-widening area. As the number of leaders increase ( one per group at this level ) create groups of leaders as necessary, and as those groups increase in number, add the next level upwards. In that way, one can build the entire structure without at this stage changing anything in the existing governmental/party systems.
By the time the structure is in place and working on ever more complex and higher level issues, and its proved to work, then its time to start taking over the actual business of govenmental systems. Of course, if the existing political leaders prove successful in working also in the new system, and get themselves elected by their new groups, then there is no reason not to change them. A 'bloodless coup' !
One of the more far-reaching effects of a system like this ( assuming its successful, of course ) is that there is no reason why we cannot keep adding groups, even across states and national boundaries, and eventually incorporate the entire world into this system. The structure will support it. Whether other countries, or even our own, will, is another matter.
A simple calculation shows that with a world population of 9 billion, we need groups E,F,G,H,I and J, which is only one more level than what we need for Australia. Interesting.
