Suppose we have a typical city of 1 million people, and the normal means of transport around it is like we have in Western society, cars, public transport, etc.
Then we have living in it about 10 people who are highly antisocial, and able to commit 'crimes' anywhere in the city, by virtue of the fact that they can travel more-or-less undetected to any part of the city. Travel time across the city is around 2 hours or so. This also means that they are relatively unknown wherever they go, so locating and tracking them is really difficult.
At the same time, once several crimes are committed, the media can broadcast the news to everybody, who now know that there are around 10 unrecognisable people who may commit further crimes whenever they want.
This engenders fear in the population, and leads to all the usual protection mechanisms, police forces, security requirements, laws, courts, etc to handle the perceived threat.
