Groups scenario

The leaders should have the power to make decisions on the systems needed to keep the society running.  That of course includes the maintenance of a legislature, court system, etc.  But hand the actual lawmaking over to lawmakers, who are charged with making effective laws, which firstly do not conflict with some existing law, and secondly can be analysed to ensure they do what they are intended to do, without unexpected side effects.
