At the immediate response level, having already a leader known to all members would be much more effective than having emergency response commands passed through a service whose members are unknown to the groups they are trying to help. Do you know your SES/Fire/Police members ?
Those leaders should already know the relevant workers and contacts for whatever services and facilities are needed. That should be part of their job as leader.
